Irina Bilyalova

Irina Bilyalova is an international development and humanitarian policy professional with experience across the United Nations system, government partnerships, and multilateral initiatives. She is currently pursuing a Mid-Career Master in Public Administration at Harvard Kennedy School, focusing on AI, governance, and public leadership.
Prior to Harvard, Irina served as Head of the UNHCR National Office in Kazakhstan, leading work on refugee protection, statelessness, and cross-sector policy coordination with governments and UN agencies across Central Asia. Earlier in her career, she held program and leadership roles with UNDP and UNICEF focused on governance reform and institutional development.
