Peter Harrington is an Associate at Building State Capability. Peter originally joined BSC as a Research Fellow in 2014 and over five years he helped manage our projects in Albania and Sri Lanka and played a role in developing PDIA-in-practice through the design and testing of different tools and approaches. During that time and since he has regularly taught and shared the lessons of PDIA-in-practice via trainings,  blogs, and co-authored three Working Papers. As an Associate he is co-authoring two forthcoming Working Papers and exploring the intersection of policy implementation and strategic communications.

Previously, Peter was head of Growth, Energy and Markets at Oxford Policy Management, where he also led various initiatives to promote adaptive management methods within international development. Peter was a Senior Advisor for the Tony Blair Africa Governance Initiative, and Deputy Country Head in Liberia from 2010-2013 advising the Office of President Sirleaf. Peter returned to Liberia in 2014 to work on the Ebola crisis response and was awarded HM The Queen’s Service Medal for his work. The work of his team on social mobilization against Ebola was documented in a case study published by the Innovations for Successful Societies series at Princeton.

Peter has deep on-the-ground experience as a PDIA practitioner and facilitator and has worked in almost two dozen countries around the world. He holds an MPP from the Harvard Kennedy School, where he was a Fulbright Scholar, and a bachelor’s degree from the London School of Economics.
