In April 2017, BSC began a two-year engagement with the Collaborative Africa Budget Reform Initiative (CABRI), an intergovernmental organization based in South Africa, to build capability for Public Financial Management (PFM) reform in Africa.
Teams from Central African Republic, Cote D’Ivoire, Ghana, Lesotho, Liberia, Nigeria, Sierra Leone, South Africa, and The Gambia participated in this program.

The team from Côte d’Ivoire focused on:
Problem: Budgets allocated to ministries are not contributing to expected results
What was done: The team used a fishbone diagram to identify the main causes of their problem and selected two entry points to begin their work: (i) The Budget Ministry does not have any information on projects’ levels of physical and financial implementation at the beginning of the year, and (ii) Constraints related to budgetary reallocations and changes.
What was learned: Building teams as well as coalitions. The team was able to get many other actors involved by maintaining authorization, organizing advocacy meetings to collect data and information, presenting the data analysis, and including stakeholders who had an interest in resolving the problem.
