In April 2017, BSC began a two-year engagement with the Collaborative Africa Budget Reform Initiative (CABRI), an intergovernmental organization based in South Africa, to build capability for Public Financial Management (PFM) reform in Africa.
Teams from Central African Republic, Cote D’Ivoire, Ghana, Lesotho, Liberia, Nigeria, Sierra Leone, South Africa, and The Gambia participated in this program.

The team from Central African Republic focused on:
Problem: Deviations between planned and actual capital expenditure
What was done: The team used data to show the significance of the problem. Following discussions with Ministries, Departments and Agencies (MDAs), the team identified new causes and sub-causes, including a lack of communication between different government bodies, long processing times and other issues related to procurement, a lack of accountability in overseeing public expenditure, weaknesses in project implementation, and interference during implementation. The team revised their fishbone diagram, began to create new alliances, and worked on the following entry points: (i) Procurement procedures are not fully controlled, (ii) Lack of communication between the Ministry of Finance and Budget and MDAs, (iii) MDAs do not conduct feasibility studies, and (iv) Lack of accountability for capital expenditure.
